Wenn etwas von dem "Dandong Patriotic Health Campaign Committee Office" herausgegeben wird, unter der Überschrift "Epidemic prevention and health protection" steht, im Absatz "Pay attention to household cleaning and protect family safety", dass es dann nicht im Zusammenhang mit der Pandemie stehen soll, dass ist doch eine arge Gehirnakrobatik...
Und warum gilt dies nur für Anwohner am Fluß? Wenn es, wie Du behauptest, um Schutz vor Sturm ginge, würde der Aufruf ja an alle Einwohner gehen müssen.
Und Alkohol- und Rauchverbote haben auch in Europa Regierungen mit angeblichem "Schutz vor Corona" begründet... Zum Beispiel hier die Begründung für ein Alkoholverbot in Stuttgart in der Öffentlichkeit:

Dort darf kein Alkohol konsumiert oder ausgeschenkt werden.
